dc.description.abstract	This report describes the work on developing a smart PC based system for personnel management. The developed system named IRIS ,which employs both 2-tier and 3-tier distributed structures. The 2-tier distributed structure used to develop a desktop client program, which is targeted by the personnel management staffs of EPA Center. The 3-tier distributed structure is used to develop a web application, which is targeted by the normal staffs of EPA Center. In addition, IRIS uses ADO, SQL, Delphi and Java Server Page (JSP) for its development.	en_US
